Handing off characters & taking characters from an inactive member
The important distinction to make here is that you would be taking on the history, personality and previous matches/RPs they had. It is actually a lot of work to ensure you are playing a character true to how a previous member played her.

You need permission from the person that originally owned the character (obviously). If that member has become inactive then their characters cannot be taken for a period of 1-2 years after they became inactive (we may make allowances in cases where the character was barely used in the first place).

If Lunar had just been asking for the picture then I could have given it to him. That being said the user wasn't too active and didn't have many matches with that character. Though Lunar does have a bit too many characters as well. So taking all this into consideration I will make a special ruling.

Lunar may use that character but should tehbohemian return before March of 2018, he may reclaim his character. After that, Lunar gains complete control of the character.

My money is on the user not showing back up again, I'm pretty sure he won't come back by then. But then again, Oathy keeps having long disappearances and comes back and even Darius did one once. So it could be up in the air. But I still say Lunar is good and will claim ownership in March. xD
