Randy Orton has two of those and thats not stopping them from giving the guy main event pushes. Think I heard they added a rule somewhere around the time the Authority became a thing that if you avoid a violation long enough one gets removed or something like that.

If WWE wants to push someone they will do it. No matter how limited, boring, asholish or heelish it is.
If Reigns does not take a piss in a public fountain under the eyes of an elementary class or something like that or is so high that he shows up like Jeff Hardy did in his match against Sting , he will be pushed.
