Greetings, and welcome to the second Friction World Cup.
For those of you who missed the first one several years ago and have no idea what this is about, the Friction World Cup is a different sort of event than what you might be used to on this site. It’s not a tournament, not exactly, but more like an overall competition, an event that celebrates the immense diversity among Friction competitors.
The basic rules are simple enough - all you have to do to participate is making a thread. It can be a match, a social topic, a promo, whatever. After you’ve completed the thread, you post a link in this thread, state the participating characters in the thread, and each character in the thread will add points to her country’s total based on certain factors:
1 point for posting a finished thread started past January 30, 2017 and before May 30, 2017
2 points for posting a finished thread that has [Friction World Cup] or [FWC] in the title and was started on or after January 30, 2017 and before May 30, 2017
3 points for posting a finished thread that has [Friction World Cup] or [FWC] in the title, was started on or after January 30. 2017 and before May 30, 2017 and has FWC appropriate subject matter. i.e. it is specifically mentioned in the thread. There is a battle of the countries match, etc.
As an example, I'll pick a random topic and show how this would work:

This a topic between Ragdoll_Jobber and Iron Soldier. It’s not really eligible for the FWC, because it started earlier than January 30 and isn’t completed, but for the sake of example, we’ll assume it fits both criteria.

Japan= Isa Kubota , Komachi Hiroshima , Yumi
That’s it. Under this circumstance, one point would go to Russia, three would go to Japan, and I’d add that to the tally at beginning of this thread.
Simple. Doesn’t matter who wins, who loses, what happens in the thread, how long it is - so long as it’s completed, every character involved gets at least one point, with extra if you meet the extra requirement listed above. If you go to an extra effort to have your thread tie into this event - for instance, if your characters have a match that revolves around this theme and is driven by it story-wise - I might give out bonus points on top of it, if you draw my attention to it.
Throughout the year, I’ll see about getting some events set up around the FWC - small things like three ways or tag matches, interviews - and coming next month there will be a FWC-themed battle royale featuring members from eight major countries.
Also, note: Friction Topics Only. Topics in Tension or Fur and Feathers do not apply. That being said, if you have a Tension woman who appears in a Friction thread, I’ll still count her.

Question, do promo threads count? For example, if you do a quick promo say 1 or 2 pages long and then that leads to a match, would you get points for the promo thread and then points for the match as well?

You'd get points for both, provided they're both completed.
