WWE will win. Any ROH star that starts to put them ahead of NXT, WWE can just offer a fat contract too XD

Still, a mini wrestling war is good. Means NXT will continue being the show Raw and Smackdown (especially Smackdown) used to be.

They have turned RoH into a de facto AA team without really even having to do any of the work. It's pretty ingenious, tbh.

Not really, this isn't WWF vs WCW levels of war where one was at least having to improve to get ahead. This is pretty much going to be what Vince did to the territories, and it was a dumb idea then for the same reason, you may lose the competition but you also lose a good breeding ground for talent at the same time.

It is fun to note though that they are being way more aggressive with ROH then they ever were with TNA

Well think about it. How many stars from Ring of Honor came to WWE and found success?

Mickie James became one of their most talented and most popular womens champions ever.

Sami Zayn gained massive popularity in NXT and was NXT Champ

Kevin Owens pinned John Cena cleanly in his first WWE match, became NXT Champion, and might become US Champion tomorrow.

Cesaro is a former U.S. and Tag Team Champion and has main evented Raw with several great matches.

Paul London won the crusierweight title and held the tag titles with Billy Kidman, while having a record setting (still the record I believe) tag title reign with Brian Kendrick

Brian Kendrick has the tag title reign mentioned above, and had one PPV World Title Match at Unforgiven 2008

Daniel Bryan became the most universally popular star WWE has had since Stone Cold Steve Austin, main evented Wrestlemania 30 and became WWE World Champion, as well as a tag title reign and a U.S. Title reign and an I.C. title reign.

CM Punk became one of the biggest stars in the industry, brought WWE back to mainstream attention in a way other people had failed to do, had a record setting WWE Title reign, and had an I.C title reign, an ECW title reign, a tag team title reign, and various other WWE and World Championship title reigns as well.

Seth Rollins was part of the very awesome Shield team, is a former tag team champion, and the current (and knowing WWE, most likely a future) WWE World Heavyweight Champion, winning the belt in a Wrestlemania Main Event.

Compare that to the TNA stars that have come to WWE and found success:

R-Truth is a former Tag Team Champion and once held the United States title, and had one 1 on 1 match for the WWE title.

Braden Walker.....showed up for a bit. Fought Armando Estrada.....who was Umaga's manager.

Sting....lost to Triple H in what might be his only match ever for the company.

Kazarian showed up on Velocity for a month, then got released.

Samoa Joe is far too early to tell.

So yeah, based of what WWE knows ROH talent can do, I'd say they would consider ROH a bigger threat than TNA.
